TC's Michael Rebell noted in January in the Village Voice that the city and state lacked a comprehensive strategy for spending funds awarded from the Campaign for Fiscal Equity lawsuit. The funds did, however, improve teaching quality, facilities and technology in NYC schools and established constitutional precedents to limit cuts and build for the future.
